Is it OK to replace the all-purpose flour with ground whole wheat flour?

If I use whole wheat pastry flour to replace all purposes, without what is an all-purpose and half whole wheat bun or cake would go well or taste very rough / grain? Thanks for any help! It's always fun to experiment with recipes however.
