Ceiling Fanlight

I'm installing a new skylight. The roof has a soil and two white. What is black really white?

I need help because the roof has a wire with two ground wires. The green is the ground, but unfortunately I can not remember which of the two white wires is actually the black hot wire. Can anyone help?

Has been painted black thread? I know of no cable with 2 white wires (in the U.S. anyway). Try to reduce the cable shield and possibly a little you can determine what is black.
