I'm trying to remove the handles of the sink, but lip is stuck?

He handles general in my Bathroom Sink (not part of the key) I'm trying to replace. I took off the old handles and plastic parts inside, but I can not get the decorative chrome flange. They are locked tight over the counter. The house is 20 years old and I doubt there has been replaced before. Any suggestions? Thanks.

First try of onlookers with a knife flange Putty or run a thin knife around the flange to loosen. If you need to use heat to release what is probably low putty, try using a hair dryer instead of torch.Much insurance.
