Sew a Pillow?

I'm making a cushion cover that has all the luxuries at the edges, I'm not sure COMPLETLEY, and I really need to know how do this. If anyone knows please answer this question! 10 points, plus a 5 star rating for a clear and coherent response. Thanks in advance.

Measure cushion / pillow and add 1 / 2 "seam allowance. Cut two pieces, one for the top and one for the bottom. Stitch" low cost "around the edge of the lining layer and turn toward the center of the pillow.
