What’s the use of table runner?

I just started to learn how to decorate my home. Finding table runners at shops, they are beautiful. What’s the use of it? Do i have to put tableclothe as a base? (my dining table is rectangle, 4 chairs)

Runners are to set your center piece on. You can put a table cloth down first or just the runner. They are mostly just for looks and so that your center piece doesn’t scratch the table.
