How to fix a leaky shower/tub diverter?

I have been working on a leaky diverter and I cant figure it out. Its a 3 valve faucet and when the diverter is set to shower a lot of water still comes out of the tub. I replaced the diverter and the seat behind it and it is still leaking like I didnt change anything.

Not to call you wrong on you replacing the valve or seat, but, did you make sure that it was the exact seat for this diverter? The importance of this is crucial & if it were too small or too big & I mean a slight difference in size, that you will still have water leakage. If all else continues to fail, you can always replace the tub spout with the kind that has the pull-up knob, which will divert the water to the shower head as well, or, for that matter, restrict any water that would ‘ve attempted to flow with your leaking diverter. You might want to give this a try….I hope it all works out for you & best of luck….
