Flashing head lights a single to slow down, especially since the police are ahead?

I guess it's a universal sign, in Australia, you can be fined. I flash the speed controls and thank me when shone. I think it is a form of partnership in the way of each feel good about giving and taking. I can use flashing lights to warn motorists to slow down other hazardous conditions also. An accident, water or cattle on the road no change in road conditions. If we target and a fine up we had to stop, others still falling speed not so fast if shone.
