How can I make wood abc blocks that are safe for kids?

I’d like to make a set of wooden abc blocks with decoupaged pictures on them. I plan to buy premade hardwood blocks, but I’m not sure what type of paint/spray to use on the outside to seal them that will not be harmful to children in case they put them in their mouth. Will any non-toxic sealer work? I know that people make them, but I’m not sure what they use!

I know Mod Podge is non toxic. That should be enough.
