What are the OSHA regulations on hot water in bathrooms office building?

I work in a very nice office building. The lavs are modern self-with toilets and automatic faucets and paper towel dispensers. The problem is that with automatic faucets (ie, the unit detects hands under the nozzle and the water into) the water has to run for a long time before the hot water / hot waiver. Recently I waited six minutes for hot water to finally make the spout (and personally, I have to wait six minutes for hot water every time I use the LAV). I contacted our department of facilities that said they were investigating. The problem was not corrected. In the current climate of disease and illness, and major concerns regarding the flu virus, I have hot water to wash their hands after using the toilet. Is this a violation of OSHA regulations?

Yes, it's in the regs 1910.141 (d) (2) (ii) Each toilet must have running hot and cold or warm water. Note that hot / cold or warm. I bet the owner of the building demand is getting warm. Bottom line "hot" is not necessary, but does not define these OSHA. You can call your local health department. They have their own set of rules. For food establishments, there will be a requirement, but perhaps not for buildings in general.
