How I can test / repair an open field in an electric stove and oven?

I had a home inspection done on my house, we are selling, and the inspector says in his notes that the electric oven / range is an open field just how fattening. So he says that tested the device while in the oven sheet and the floor was fine, then tested when the stove is on the ground and was fine, but when I tested the grid which shows an open field. Any help is appreciated.

the ground is the same in all modes, the inspector what is lacking some skills if there is an element of bed that had no heat or direct or short land
