Are the Light Bulbs really save money on your electricity bill and can tell the difference?

I heard the light bulbs last more than regular light bulbs, but a couple of people have told me they really did not notice a difference in your electric bill. I'm trying to see if worth spending more money for light bulbs or just stick with using regular light bulbs.

The more watts you use, the more you pay. Your bulb standard 100-watt bulb light is being replaced by the equivalent of 23 watts for the same light in energy saving bulbs. Your electric utility offer discounts if you turn in receipts for energy-saving bulbs. My public service provider is paid back 50% of welcome.
