Shower Curtain Rings
how do I use these curtain rings?
I bought these at a yard sale and I dont know how to use them –

They are the ones on the bottom – are you supposed to add clips or should there be a way to use them without?? The bottom hoop doesn’t fit through shower curtain holes and I can’t think of any other way without clips …
Both hoops are welded…

ummm I have more than three – they are in a set of 14 – that was the website picture just to see lol …. Thanks 2nd answerer 
I figured they would need the hooks …I’m not completely stupid but was just trying different ideas with them –
They are for hanging drapes using drape hooks!
A rod goes through the large ring and the drape hook gets hooked onto the small ring.
