How to get rid of a ring around a pool liner vinyl?

I have a vinyl above ground pool that has an unpleasant ring just above the waterline. (I think it's commonly referred to as a "scum line") Last year, I tried all kinds of products Cleaning Vinyl try to get rid of it (including "Magic Jack") was in vain. I will try two different products this year. One is vinyleraser and the other is called Omni pool surface cleaner. Does anyone know if there is anyway to get rid of the dreaded scum line?
