Help screwing a hook on the wall?

I am having trouble installing a hook on the wall. what is the little cover bolts come with it seem to fit in drilling a hole big enough for the tapered to fit in, but not enough so that the circular opening to slip through. unless The anchor is placed, as a large plastic screw. then you just use a screwdriver to turn the anchor into the wall. then you have the hook up the anchor so you can see the hole in the anchor through the hole in the hook. then put the screw though the hole in the peg into the hole in the anchor and tighten.
