Hey Dave, it depends the kit, you're talking about, but generally, no, do not have a circuit to prevent overcharging of batteries. This would be tantamount to a charge controller. I do not know which team is talking, most manufacturers make several sizes of them. Kyocera has a set of 40 watts with a panel, mounting hardware, cables and connectors. Most boards today have something called "bypass diodes" installed. A diode is an electric valve, allowing current to flow in one direction, toward the battery, but not the other. This prevents the battery pack in the morning panel. There are cases where it is not necessary a charge controller. In short, if the maximum current rating panels, called short-circuit current in amperes, is only 2% of battery capacity banks amp hour, then a charge controller is not necessary. We have two facilities here to work that way. Our system of small house that has 12 volts for the cabinet lights, garden lights, and some small 12 V DC electronics in the home uses 4 golf cart batteries wired for 12 volts. This gives us an ampere / hour at 440 amps. From our three panels add up to a maximum of 8.2 amps, well below the 2% of grade 440 AH battery, do not use a charge controller. It has worked well for over 11 years. All you have to do is make sure the batteries are well watered every month, especially in hot climates. There is an excellent book on the subject at your local library, called "The Complete Book of the battery" by Richard Perez. If you pick it up, just pay attention to the chapters of flooded lead batteries, which are almost always the type used in solar applications. Richard also happens to be the edtior founder of Home Power Magazine, a magazine that gets into the nuts and bolts of home-grown energy. I recommend a subscription if you are really going to play with this technology. You'll find great articles and advertisements for exactly what they are trying to enter. Other links are posted below. What the panel is finished with, if no diodes or a charge controller, you can get at Radio Shack diodes very low cost. If the panel is not rated for 4 amps, just get the 6-amp diode silicon for about 89 cents, and put it right in the junction box in the back of the panel. Make sure that the positive output of the panel is first routed through this diode before going to the battery. Safety hook when the sun rises, and see if the battery is receiving a charge. If not, you may have it backwards, only turning. That's all the regulatory burden we have in our little system, a diode in the back of each panel.
